List App Passwords of a user

GET 
/users/:userId/app_passwords

List the app passwords that admins created for a user. Use these for scripts and automation, such as CI. The user's own app passwords are not listed. Any admin can list these, regardless of who created them. The caller's role must be equal to or higher than the user's role. You require the 'admin' role to use that call.
