Create App Password for a user

POST 
/users/:userId/app_passwords

Create an app password that authenticates as the user. The user cannot see or delete it. The user must have a username and be active. Admins can also create these for themselves. They are not listed by the profile App Passwords API. With an API token, the password is owned by the user who created the API token. The caller's role must be equal to or higher than the user's role. You require the 'admin' role to use that call.
