Create impersonate password
POST/users/:userId/impersonate
Create an impersonate password for the user. Calling this again replaces the existing password. The password is returned once and signs in through OpenID Connect. It does not expire and bypasses 2FA. The role 'user-manager' is required. The caller cannot impersonate a user with a higher role, or themselves. The user must already have a username.
